What makes a tip useful

Exact locations and times — street names, landmarks, the date.
People: approximate age, height, build, hair, clothing, tattoos, accent.
Vehicles: make, model, colour, licence plate and province, damage, direction of travel.
How you know — what you saw yourself, versus what you heard from someone else.
